The BSiL Governance Structure

To drive meaningful, system-wide change and deliver the Best Start in Life Eleven Ambitions across Gwent, a Governance Structure has been established. This structure ensures that the three-pronged approach is supported and coordinated through the BSiL Leadership Group and the Regional Management Group, providing strategic oversight and operational delivery across the region.

The Leadership Group

The Leadership Group provides strategic leadership for the planning and delivery of Giving Every Child in Gwent the Best Start in Life. Meeting monthly, the Group brings together senior leaders from across partner organisations to achieve strategic alignment of priorities, enabling effective collaboration and partnership working across the BSiL agenda and the wider system.

The Group is guided by the Well-being of Future Generations Act (Wales) 2015 and its five ways of working, supporting long-term, preventative and collaborative approaches. This includes working not only across the BSiL system, but also alongside other Areas of Focus to ensure joined-up action across priorities such as safe communities, economic opportunity, and a climate-ready, valued environment, to achieve lasting impact for children and families across Gwent.

The Regional Management Group

The Regional BSiL Management Group supports the Leadership Group by turning strategic priorities into action across Gwent. The Group monitors progress, coordinates data and intelligence and ensures that all babies, children and families receive the support they need, with a focus on prevention, early intervention and reducing inequalities.

The Group focuses on meeting two key outcomes:

  1. better monitoring and measurement of children’s needs using a continuous improvement approach,
    ensuring all children and families are supported by the services that impact 0–7 years, with a focus on prevention and early intervention
  2. The Group brings together senior leaders and frontline representatives from health, Local Authorities and education to deliver these outcomes across Gwent.
