The PSB has identified the Best Start in Life as one of its four priority Areas of Focus, reflecting a shared commitment across all partners to reduce inequalities from the earliest stages of life, recognising that the foundations for lifelong health, learning and wellbeing are laid in the early years.

Enabling EVERY baby and child in Gwent to have the best start in life is about ensuring all babies and children have the optimal conditions necessary for healthy physical, emotional and cognitive development and supporting them to reach their potential.

Child development is influenced not only by healthcare access but by wider social determinants such as housing, income, education, employment and the environment. Addressing these contributory factors is essential to giving every baby and child the best start in life and supporting them to thrive.

Inequalities in the early years are significant contributors to inequalities in adulthood, impacting health, wellbeing, education and employment outcomes. Supporting optimal development during pregnancy, infancy and childhood is therefore key.

Enabling every baby and child the best start in life for the Gwent region encompasses ages 0–7 years, including:

  • Preconception,
  • Pregnancy,
  • Birth to 2 years,
  • Preschool (3–4 years) and
  • Primary School (4–7 years).

To achieve this vision, eleven ambitions were identified.


The Eleven Ambitions

The Eleven Ambitions have been grouped under five key themes, with equity and access to services embedded as cross-cutting priorities across all ambitions.

Parental Preparation and Support

1. Prospective parents are well prepared for parenthood

2. Parents/carers are in secure employment with appropriate maternity/paternity policies in place

3. Families have good quality, stable accommodation. Where temporary accommodation is required, its suitability is addressed immediately and a package of practical support is easily accessible

Maternal, Infant and Child Health

4. Mothers and babies have positive pregnancy outcomes

5. Babies, children and parents/carers have good health outcomes

6. Parents/carers and families have good mental health and wellbeing and where mental health problems occur, they are identified early and individuals are supported

Early Relationships and Childhood Development

7. Babies and parents/carers have good early relationships

8. Parents/carers are engaged and participate in play and home learning from birth

9. Babies, children and parents/carers are supported with early language, speech and communication

Early Learning and School Readiness

10. Children are ready for nursery and school and demonstrate a good level of overall development

11. Children have access to high quality early years provision

Access to Services

To reduce inequalities and give EVERY baby and child the best start in life, universal services with targeted interventions, are required. This will enable a baseline of support for EVERY child, with an active approach to ‘level up’ and reduce the gap in inequality.

A Three-Pronged Approach to Supporting the Best Start in Life

Delivering the BSiL ambition across Gwent requires a coordinated, system-wide approach. Partners across the Public Services Board are working together to strengthen how services are planned, delivered and improved, ensuring that babies, children and families receive the right support at the right time. To support this work, a three-pronged approach has been established.

The Community of Practice

The Best Start in Life Community of Practice (CoP) is a dedicated space for Early Years Professionals across Gwent to connect, share knowledge, celebrate successes, and work together to give EVERY baby and child the best start in life.

Your role as an Early Years Professional is key; you are on the front-line supporting families, influencing early childhood outcomes, reducing inequalities and helping shape the experiences of babies, children and families every day. This Community recognises the expertise, insight and impact you bring to this work.

By joining this growing community, you become part of a network that shares ideas, showcases achievements and strengthens collaboration across the early years system.

What You Can Expect as a Member

  • Bi-monthly webinars: Learn from experts and colleagues on key topics affecting early childhood development. Follow our dedicated Eventbrite.
  • Quarterly e-newsletters: Focused on the work happening on the ground to support the BSiL. These newsletters are led by YOU and the babies, children, and families you support, embedding your experiences and insights. Your contributions, whether articles, resources, toolkits, guidance, or examples of best practice, help shape each edition. Complete the BSiL CoP: E-Newsletter Submission Form to get involved!
  • Peer networking: Connect with colleagues, share experiences, and learn from the successes and challenges of others.
