In March 2021 the Senedd agreed that Wales would achieve
carbon emissions by .Climate change is a challenge affecting every aspect of our lives. This document sets out the commitment of the members of the Public Services Board to achieving net zero carbon emissions by 2050. This strategy outlines our path to a sustainable future, ensuring a healthier environment for current and future generations.
The impacts of climate change are being felt globally and locally. Rising temperatures, extreme weather events, and shifting
threaten our way of life. A global temperature increase of just 1°C can lead to a 7% increase in intensity of extreme rainfall events. We aim to mitigate these effects, protect our natural environment, and enhance the quality of life for all residents.
Climate change is a global issue that requires coordinated action at all levels. International agreements like
set the framework for reducing emissions. Regionally, Caerphilly is aligning with national policies and collaborating with neighbouring communities to ensure a cohesive approach to tackling climate change. The burning of fossil fuels is still driving climate change, releasing significant amounts of carbon dioxide and other greenhouse gases (GHG) into the atmosphere. Transitioning to energy sources and improving energy efficiency are critical in reducing our . The energy sector is responsible for about 73% of global greenhouse gas emissions. As members of the Public Services Board (PSB), we know we have a responsibility to drive change, and influence by what we do and how we do it. We came together to be part of the solution. We have made decisions about this collaboration with carbon in our minds, including online meetings and lower carbon editing processes and images.
Achieving net zero emissions is a collective effort. Every individual, business, and organisation in Caerphilly has a part to play. From reducing energy consumption and waste to supporting sustainable practices, our combined actions will drive meaningful change.
We will see improved air quality, enhanced public health, and a more resilient local economy.
Failing to act will lead to severe environmental degradation, economic instability, and health crises. Without significant reductions in emissions, global temperatures could rise by 2°C, leading to more frequent and severe heatwaves, droughts, floods and storms.
By taking proactive steps now, we can secure a safer future for all.
This is how everything starts. By someone saying, look I am just going to do this one thing, and telling their friend
This strategy has been commissioned by the Local Delivery Group of the Gwent Public Services Board, with contributions from members of the partner organisations:
The aim of this strategy is to guide decision-makers, residents and businesses within Caerphilly County Borough (CCB) to achieve net zero emissions by 2050. The strategy focuses on cross-cutting themes, barriers, and enablers, followed by sector-specific chapters.
As Specific actions are outlined in the supporting action plan.
organisations are already working towards net zero carbon emissions by 2030, with comprehensive action plans in place; this strategy is addressing ‘everything else’. The strategy specifically covers Caerphilly County Borough. Climate adaptation is not within scope of this document, which focusses on mitigation of the current effects of climate change. This is a high-level strategy setting direction:
